History of Whitley Elementary School
Whitley Elementary School was named after Isaiah J. Whitley, the founder and first principal of Mobile County Training School. In the fall of 1950, the school began its first academic year. It was located on Edwards Street and was bound on the east by Winbush Street, the West by Green Avenue, and the North by Whitley Street.
For the first six to ten years, enrollment increased to the extent that the faculty more than doubled and double sessions became a necessity. With the shifting of the population, the grouping of grade six with the middle school, and the resulting policy changes from the United States Supreme Court Order on Desegregation in 1954, Whitley decreased in school population.
On December 8, 1975, Whitley Elementary School was relocated on the campus of Mobile County Training School. This move was very successful due to the direction and cooperation of the Mobile County School Board, the Superintendent, the supervisory staff, business division and the leadership of the principal. Whitley maintained its identity and was housed in a renovated structure.
In 1970, the Title I program, sanctioned by the Elementary - Secondary Education Act, became a part of the Whitley School instructional program. The Emergency School Aide Act was incorporated in 1973. The 1978 Congressional Session refunded the program as Chapter I.
On Friday, January 30, 1976, a pilot kindergarten program was implemented with twenty pupils. Whitley was chose as one of three schools in Mobile County to pilot the program.
During the summer of 1988, Whitley Elementary was relocated to the old campus of Prichard Middle School, at 528 Sipsey Street. The school's zone was increased to alleviate overcrowding at surrounding schools, thereby more than doubling enrollment. The move has allowed Whitley to become a contiguous entity with a definite future and a positive outlook which allows for better fulfillment of student needs.
